Après près de trois ans sans rémunération, les administrateurs de territoires (AT) et leurs adjoints (ATA) ont décidé d’entrer en grève illimitée à partir du 18 août 2025. Un mouvement qui menace de paralyser une grande partie de l’administration territoriale congolaise.

Dans une correspondance adressée au vice-Premier ministre de l’Intérieur, et rendue publique le 11 août dernier, les AT et ATA dénoncent leurs conditions de travail qu’ils jugent « inhumaines et dégradantes ». Le document, consulté par Fact OGL ce vendredi, met en lumière l’absence de rémunération de ces fonctionnaires depuis bientôt trois ans.

« Trois ans sans rémunération, c’est trop. Nous sommes contraints de travailler dans des conditions inhumaines et dégradantes », écrivent-ils, soulignant que cette situation compromet sérieusement la gestion administrative dans les 145 territoires de la République démocratique du Congo.

Les administrateurs de territoire occupent un rôle clé dans l’organisation locale. Responsables de l’application des lois et règlements, ils assurent également des missions judiciaires et de maintien de l’ordre public. Leur paralysie risque donc d’affaiblir encore davantage une administration déjà confrontée à de multiples défis.


Si le mouvement de grève se poursuit, il pourrait avoir des répercussions directes sur la gouvernance locale et sur la sécurité dans plusieurs provinces. Face à cette contestation, les autorités sont désormais appelées à apporter une réponse rapide afin d’éviter un blocage prolongé de l’appareil administratif dans tout le pays.
