Le jour où la coopération régionale a pris racine

12 juin. Une date ordinaire sur le calendrier, mais qui, dans l’histoire tourmentée de la région des Grands Lacs, résonne comme un symbole de volonté commune et d’espoir. C’est en ce jour, à plusieurs reprises entre 1969 et 1974, que des jalons ont été posés pour ce qui allait devenir l’un des projets de coopération les plus ambitieux de la sous-région : la Communauté Économique des Pays des Grands Lacs (CEPGL).

✒️ À Bujumbura, l’acte fondateur d’un rêve régional

Le 12 juin 1969, puis à nouveau le 12 juin 1974, les chefs d’État du Rwanda, du Burundi et de l’ex-Zaïre se réunissent à Bujumbura. Le message est clair : il faut renforcer les liens entre peuples frères séparés par des frontières héritées de la colonisation. Ces déclarations, à l’époque peu médiatisées, jettent les bases d’une coopération régionale inédite, dans un contexte marqué par la Guerre froide et les tensions internes dans chacun des pays.

🤝 De la parole aux actes : naissance de la CEPGL

Quelques années plus tard, le 20 septembre 1976, la vision prend forme à Gisenyi, au Rwanda. Les présidents Mobutu Sese Seko, Juvénal Habyarimana et Jean-Baptiste Bagaza signent la convention officielle instituant la CEPGL. Deux ans plus tard, le 13 juin 1978, l’organisation devient juridiquement opérationnelle.

Objectifs de cette alliance ?
– Favoriser la paix et la sécurité dans une région trop souvent minée par les conflits.
– Stimuler une intégration économique durable.
– Renforcer la solidarité entre peuples unis par l’histoire, la culture, et les défis.
