Depuis le 25 janvier 2025, date de la prise de contrôle de la ville de Goma par la rébellion AFC/M23, toutes les banques de cette cité touristique ont fermées leurs portes. Plus de 100 jours se sont écoulés sans la moindre reprise des services bancaires, une situation qui affecte gravement l’économie locale et la vie quotidienne de la population du Kivu.
Malgré les assurances répétées du chef du mouvement AFC/M23, Corneille Nanga Yobeluo, qui promet une réouverture imminente des institutions bancaires, la crise persiste. L’ouverture partielle de la Caisse d’épargne du Congo (CADECO) depuis un mois est présentée par les autorités rebelles comme un début de solution. Toutefois, cette mesure peine à convaincre.
Selon plusieurs spécialistes en économie, l’entrée en service de CADECO ne garantit pas la résolution de la crise actuelle. L’un des obstacles majeurs évoqués est l’absence du code SWIFT, indispensable pour effectuer des transactions bancaires internationales. Sans cet élément essentiel, CADECO ne peut fonctionner pleinement comme une banque conventionnelle, estiment les experts.
Un autre défi majeur réside dans la méfiance de la population vis-à-vis de cette institution, perçue comme étant sous le contrôle direct de figures politiques. « La gestion totalement politisée de CADECO ne rassure pas », confie un expert économique ayant requis l’anonymat à la rédaction de Fact-OGL.
Face à cette situation, de nombreux habitants de Goma n’ont d’autre choix que de traverser la frontière pour se rendre à Rubavu, au Rwanda voisin, afin d’y effectuer leurs transactions bancaires dans des institutions financières internationales opérationnelles.
La crise bancaire à Goma soulève ainsi des interrogations profondes sur l’avenir économique de la région, alors que la population continue de faire face à des difficultés croissantes d’accès aux services financiers de base.
